When one teacher is responsible for 40-plus students, individual attention is mathematically impossible, and the students who fall behind early rarely catch up — the gap only widens each year. This hits low-income and rural schools hardest, since they're also the least likely to afford private tutoring or have reliable broadband. A tool that adapts to each student's actual skill level, and that keeps working through a spotty connection, directly narrows an education gap that otherwise compounds for a student's entire life.
Most of Horizon's rural campuses had intermittent or no internet during school hours, ruling out any platform that depended on a constant connection. Teachers also had no consistent way to see which students were quietly falling behind until an exam confirmed it — usually too late to intervene meaningfully.
